The North Carolina Geodetic Survey (NCGS), which is administratively located in the Department of Public Safety/North Carolina Emergency Management/ Hazard Mitigation Program Support intends to award multiple Qualifications-Based Selection (QBS) contracts to qualified private surveying firms (henceforth referred to as the “Vendor”) for the purpose of performing aerial imagery quality control (QC) surveys utilizing Global Navigation Satellite System (GNSS) and traditional survey methods to support the Statewide Digital Orthoimagery Project. Note: The purpose of the orthoimagery project, which is funded by the North Carolina 911 Board (http://www.nc911.nc.gov/), is to collect seamless aerial imagery for use by local 911 agencies; local, state and federal agencies; and the public. The work required by this Request for Qualification (RFQ) will consist of performing horizontal and vertical QC survey projects (adhering to HMPS-NCGS stipulated standards and specifications).

Engineering Specialist - Apex, NC
 
WHAT YOU WILL BE DOING (DESCRIPTION):
In this position, you will perform responsible technical engineering support work in mapping, surveying and other technical and paraprofessional engineering tasks related to roads, sidewalks, water and sewer lines and related infrastructure.

Employees in this class design specific infrastructure improvements, updating maps, surveying, and other technical and paraprofessional engineering tasks. Employees perform computer-aided design work including design computations and mapping; performs field work for cadastral engineering surveys, recording of legal documents, and citizen and developer communications. The employees exercise considerable judgment and independence of action including broad contacts with citizens, contractors and developers. Work may subject the employee to environmental conditions, extreme temperatures, and construction noise and hazards. Work is performed under regular supervision and is evaluated based on conferences, review of completed work and records, adherence of work inspected to adopted plans and specifications, and observation of demonstrated skills.

A SAMPLE OF THE ESSENTIALS (DUTIES & TASKS):

  • Prepares detailed drawings of construction projects including plans and profiles, sidewalks and streets, sewer, drainage projects, easements, traffic changes, utility designs, and other requests.
  • Gathers field data using GPS equipment.
  • Participates and/or leads in surveying, gathering field data and information, and performing calculations and drawings for construction projects; coordinates with surveyors for collection and review of field data.
  • Provides design and other engineering support for Town transportation and other infrastructure projects.
  • Responds to citizen inquiries and complaints regarding Town policies, technical requirements and related issues; investigates, provides information and problem-solves; assist other Town departments and divisions when needed.

WHAT YOU'LL NEED (MINIMUM MUST-HAVES):

Graduation from a two-year technical school or community college with a major in civil engineering, geomatics/surveying technology, engineering technology or related field and related engineering/surveying support experience; or an equivalent combination of education and experience.

WITH THE ABILITY TO...(KNOWLEDGE, SKILLS AND ABILITIES):

  • Considerable knowledge of computerized design and drafting techniques, processes and procedures.
  • Considerable knowledge of the application of computerized design software and hardware, GPS, GIS systems, and related information technology.
  • Considerable knowledge of mapping techniques, processes, and procedures.
  • Considerable knowledge of mathematics including algebra, geometry, and trigonometry.
  • Considerable knowledge of surveying methods and practices.
  • Working knowledge of surveying and mapping methods and practices, including data collection with a Total Station
  • Working knowledge of legal processes involved in encroachments, land acquisitions, and other public works and utilities issues.
  • Skill in collaborative conflict resolution.
  • Ability to read, prepare, and interpret plans and specifications.
  • Ability to learn a variety of engineering skills such as physical sciences relative to hydraulics and mathematics.
  • Ability to interpret and apply the town's engineering specifications, and state and federal regulations relating to streets and roadways, and sanitary sewer systems.
  • Ability to establish and maintain effective work relationships and communicate effectively with the general public, contractors, and other employees.

PHYSICAL REQUIREMENTS:

  • Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, reaching, crouching, standing, walking, grasping, fingering, talking, hearing, and repetitive motions.
  • Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Must possess the visual acuity to compile and compute data and statistics, inspect work for quality of methods and materials, operate a computer terminal, do extensive reading, and use measuring devices.

We are looking for a crew chief for our NCDOT Hampstead Bypass Project in Hampstead, North Carolina. The Survey Crew Chief will manage field aspects of projects and work closely in collaboration with team.

Responsibilities

  • Perform construction layout such as for setting lines, the layout of concrete formwork, pile layout, earthwork cut and fill layout, as-building for the project

This position serves as a vital member of the Survey Group in the division of Construction, Survey, and Utilities in the General Services Department. The position organizes and coordinates the work of a survey party to perform design surveys, construction staking and computations, and boundary and control surveys.
 
The work involves establishing location information; performing as-built and boundary surveys; researching deeds, right of way and easement documents; construction staking and associated calculations; generating field topographic surveys; utility locations; and using AutoCAD to depict the data gathered and to generate staking points for construction layout.
 
Major Duties & Responsibilities

Minimum Qualifications
Minimum qualifications include a high school diploma/GED combined with three (3) years related work experience or an equivalent combination of education, work experience, and relevant industry/job-specific knowledge, skills, and/or certifications may be considered.

Part-Time Instructor / Geomatics Program

Primary Purpose of Position      
The Department of Built Environment is accepting applications for two Part-Time Instructors for the Geomatic Program. Part-Time Instructors are hired on a semester-by-semester basis to teach courses in Geomatics/Land Surveying delivered by the Built Environment Department’s Geomatics program. The Department is currently looking for two candidates to teach a two course sequence in 1) Automated Surveying and Mapping (Fall) and Residential Subdivision Design (Spring); 2) Satellite Positioning (Fall) and Geodesy (Spring). Responsibilities include, but are not limited to: teaching online courses, willingness to participant in Learning Management Systems training, participating in data collection and assessment of student learning for ABET, and submitting teaching materials as part of semester review. Candidates will work closely with the Geomatics Coordinator for assessments as well as faculty with subject matter expertise.

Primary Function of Organizational Unit
The Department of Built Environment supports over 175 undergraduate majors in the programs of Construction Management, Environmental Health and Safety and, Geomatics. The courses taught in the Geomatics program area are at the undergraduate level and include Automated Surveying and Mapping, Residential Subdivision Design, Geodesy and Satellite Positioning.

Minimum Requirements
Candidates must have a Master’s degree in Geomatics or related discipline at time of application with five years’ experience in the profession of land surveying or related field. Sequence 1 requires experience in using AutoCAD Civil 3D for residential design and experience in designing subdivisions. Sequence 2 requires experience in using GNSS equipment and basic geodetic techniques.

Preferred Years Experience, Skills, Training, Education 
Candidates with Master’s Degree and 5 years professional experience and with background in Geomatics or related discipline. Professional licensure is preferred.
