NCBEES BOARD CANDIDATES

The NCSS Board of Directors will be recommending to Governor Cooper that he appoint one of the candidates below to fill a vacancy on the NC Board of Examiners for Engineers & Surveyors (NCBEES) at the end of the year. Tim Bowes
Tim earned his AAS Degree in Agriculture from NC State in 1984 and his Surveying Certificate from Wake Technical Community College in 1988. He became a PLS in NC in 1990 and is a graduate of the Otis A. Jones Institute. In 1999, Tim co-founded BBM Associates, Inc as a Surveying, Engineering and Land Planning Business in the Raleigh area where he was a Principal and Survey Operations Manager until BBM merged with VHB Engineering in 2016. He joined WithersRavenel, Inc. in 2021 and currently serves as the Practice Area Leader for the firm.  Tim has been an active member in the North Carolin Society of Surveyors (NCSS) Triangle Chapter since 1985 and a member of NCSS since 1990. He served as NCSS President in 2019 serving on many committees. He currently serves on the Legislative Committee and as chairperson of the Long-Range Planning Committee. Tim also occasionally teaches continuing education courses for NCSS.  He and his wife, Betty, live in Raleigh. They have two children. Jacob, a Civil Engineer with McKim and Creed, and Libby, a Registered Nurse at Duke Hospital. When not surveying, Tim enjoys serving his church, hunting, playing softball and attending NC State athletic events. 


Jason Hedley
Mr. Hedley is a practicing professional land surveyor that is registered in both Kentucky and North Carolina. He is also a licensed UAV pilot. He is a graduate of the Civil Engineering Program from Howard University and a graduate of the Geomatics Program from North Carolina Agricultural and Technical University. With over 13 years of geomatics experience, Jason combines his understanding of engineering, management, and surveying knowledge to play an integral role in the management and completion of survey projects assigned to Stewart by the North Carolina Department of Transportation’s Location and Surveys Unit. Jason’s current responsibilities include but are not limited to: preparing proposals including negotiations with clients; meeting project schedules, milestones, budgets, targets and quality of work goals as well as for assigning and directing efforts of staff (field crews and technicians); overseeing the preparation of deliverables while directing field and office work and associated quality reviews throughout the project delivery process. He also serves as a Board Member on the Geomatics Board at North Carolina Agricultural and Technical University, the Geographic Information Coordinating Council, and on the Wake Technical Community College Applied Engineering and Technologies Advisory Board.


William Royce Lambert Jr.
William Royce Lambert Jr. was born September 1, 1960, and graduated June 12, 1979. He was married on June 27, 1987. He went to Johnston Community College and Wake Technical College, received his Surveyor in Training on January 4th, 1991, and received his Land Surveyor Certificate L-3517 on June 9th, 1992. He has surveyed all his life. Some projects that he has worked on are Interstate 40 between Benson and Clinton, Transmission lines for Sherron Harris, and Quality control for LiDAR for flood maps. He is a fourth-generation surveyor: his father was a surveyor, his grandfather was a surveyor, and his great grandfather was a surveyor. His hobbies and interests include being a volunteer firefighter/medical responder for the West Johnston Fire Department, being on the Johnston County Heritage Commission, fishing, spending time with his three children and seven grandchildren, and farming.

J. Douglas (Doug) Suttles
Doug Suttles assumed leadership of Suttles Surveying in 2016 but began his career in 1990 after obtaining an Associate Degree of Applied Science in Surveying Technology from Coastal Carolina Community College. He has been involved with surveying since 1986 and his expertise includes data management and output from AutoCAD and various software packages as well as information technology management. Doug has served as a Council member of the North Carolina Electronic Recordation Council for 10+ years as well as being a member of the following associations and boards. The North Carolina Society of Surveyors (Foothills Chapter President), Director of the North Carolina Society of Surveyors Education Foundation, Member of Western Piedmont Community College Advisory Panel, Member of the North Carolina Society of Surveyors Education Enhancement Committee, Chairman of the McDowell County Utility Coordinator Council (UCC) and he is the co-chairman of the Burke/Caldwell Utilities Coordination Committee.
